Don't sand, lightly scuff with fine steel wool. Clean with denatured alcohol. Then proceed to paint & prime as you would any wood.
You'll need to prime it with an oil based bonding primer before painting. It will just suck up waterbased paint and ruin the particle board.

After sanding, use an oil based primer. Here's a table that I painted if you'd like some tips.

Just scuff it up with green kitchen scrubby. Wipe well. Prime with Kilz primer then paint your color. Seal with three coats of a water based poly.
