Hi Bob,
There are a number of products on the market you apply to lips that will help dry lips. Chap stick, Burt's Bees..these are 2 that come to mind, they treat the symptoms. There may be an underlying medical cause for dry lips, so I would suggest seeking medical help to figure out what that might be.
Here is a link that might offer some suggestions on cause and effect:

Jojoba oil is the closest to natural skin oils. I use a combo of Young Living Essential Oils, jojoba oil, bees wax and Shea butter made into sticks bye bye chapped lips. These essential oils are the only ones with a Seed to Seal guarantee for purity to address the body system issue. Love using natural ingredients
Apply Vaseline at night before bed
Hello there, Use Vaseline, Chapstick or lipstick, or any cream on your lips.
Plain old Vaseline will work well. Apply each night at bedtime.
Use petroleum jelly/Vaseline.
Redcatcec has a good point that the cause may be medical, such as allergy, or an internal deficiency of something inside the body.
If any of the remedies suggested here do not work for you, then you ought to seek medical attention.
Another consideration is that sometimes 'home mixes' for various remedies do not stay homogenized, and become rancid very quickly.
I know motorcycle riders who never get on their bikes without first applying Blistex DCT. They say it does not dry out in the wind, does not taste or smell like vaseline, is SFP 20, and stays constant texture in the container.
