Just the cover? Generally not. But it wouldn’t hurt to be on the safe side either!
If if you’re changing out anything more, if definitely needs to be off.
You can turn it off just to be safe. If you are redoing any wiring for the LED--then yes I would turn it off!
Just the plates...no. Any connections to be done...yes.

Best thing would be to flip the breaker. I guess I'm bad but I never turn the power off to swap out plates so you are wiser than I am.
Husband has things in way of breaker box, I will just go for it and hope it’s good. Rosemary
