How many times can I use a DIY disinfectant cloth?

you can use a cloth once I would think, depending on what you are cleaning with it. If it is used on toilets, dirty sinks, etc you don't want to spread germs by using the same wipe.

the wipes should be damp and wet all the time in a sealed container
you will know when to make more when you run out or they all go dry I suppose

In medical disinfection situations we used one - as long as it stayed wet we continued to wash the mattress and bedrails —->baring any obvious contamination by boy fluids. Allow to air dry. Hope this helps.
