Use plain water or mix one tablespoon of liquid dishwashing detergent and one tablespoon of white vinegar with two cups of warm water. Using a clean white cloth, sponge the stain with a small amount of water or the detergent/vinegar solution.
A laundry stain remover, such as Zout, can also remove a perfume stain.¹

Oh, I had the same problem. The perfume on the walls is difficult to wipe off and seems practically impossible. I ordered some Perfume decants from an online store and was very excited to try them. The smell is amazing for such a low price. But my younger daughter was not as thrilled with them and threw them at the wall, LOL. The smell was on the wall for about a week and was a huge stain. And I called the special team, who removed all the smells with different substances, and the perfume's stain is no longer visible.
You could try blotting with rubbing alcohol in a spot where it is not too noticeable. Perfumes contain oils and alcohols, give this a try.
Try a little wash liquid on cloth with water to remove. If it doesn't work, paint over with Stain Blocker and repaint!
Hot water and detergent will work fine for most painted walls. However, if your walls need something more potent, try mixing a cup of distilled white vinegar in the bucket of warm water. Vinegar doesn't leave a residue, so don't worry about the rinsing afterwards.
