Use a very sharp blade on a scraper to remove the large pieces followed by sanding with a power sander or sanding block.

It sounds like a bad DIY paint job. DIY painting a tub will do that. Here's what I do instead: https://bachelorettepadflip.com/2014/07/03/glazed-over/
I would try Citri-Strip on a small area to see if it damages the tub. If it doesn't that should make the job easy.
