The seams are all sewn and I'm afraid I won't get the right arcs. Does anyone know what's under the fabric? I was thinking of winding twill around the arms.

Put the twill and on the cushions put the pillow cases that are like tee shirt material.. They stretch so youll get a great / washable fit.
If the sides feel solid it's wood covered with batting then the fabric. If not solid it's a wood frame covered with batting then the fabric.
