Plain Water. Epsom salt is safe to use in a plain water hot tub. In order to avoid adding too much and causing possible corrosion to your tub's equipment, only add the manufacturer's recommended amount. For the full benefit, soak in the water for a full 30 minutes with the jets rotating the water.
Epsom salt and vinegar will CLEAN a hot tub, but to shock it you need something else...bleach. Here is an article...

The manufacturer has specific instructions for hot tubs-maintenance and cleaning. Follow them to the letter or you might void your warranty and damage your hot tub. If you have lost the booklet, give them a call with the make and model of your hottub, they have technical people to guide you.

Pure Epsom salts are made up of magnesium sulphate. Magnesium can go in a hot tub, however being mildly alkaline, this can disrupt the alkalinity and pH balance of your hot tub water.
Vinegar can help prevent clogs in your hot tub jets, eliminate bacteria, and clean away water spots and other residue.
Check with the manufacturer of the hot tub.
