I have used a wooden closet rod (or other dowel) for strength. Then slipped a PVC pipe over that. Attach flag to the PVC only and the flag will never get tangled since the pipe will rotate on the dowel. Ensure you add an upper and lower stop to the dowel.
How high do you want this flag pole to be?
Where is it going to be mounted - outside on the lawn, on a wall, etc?
