Caren, 16 year old room is not that old. Follow these steps...
1- Go over the room and decide what you want to keep, replace or get rid of.
2- pick a paint color
3- draw a few layouts as changing furniture's spot always give you a sense of new place
4- buy a few new throw pillows and a throw blanket.
5- work with your budget as if it's little you can use thrifty items...

Choose a neutral color and add bedding and decor in the theme the child likes. Girl: Parisian theme is sophisticated and will transition well. Boy: antique cars
