Use Pinking Shears to cut up an old blanket, or buy yardage of fabric and hem or add fringe. Look out for something suitable at the thrift store? Cut up old jumpers into squares and stitch them together to form a rug? Be happy!
My friend makes hers with yarn pom poms. She and I also make them with rags braided together in long strips then woven together and sewn by hand in a circle rug as big as we need. This is especially great to do with old jeans.
If you're into braided rugs, you can grab one at a thrift store for next to nothing and cut it down to the size you need. It's very simple to do and probably less expensive than making your own.
