If you mean the light fixtures then you can clean them up and paint them. I'm assuming that they are metal so the best way would be to turn off the electricity and take them down to work on. The black may be some rust that can be cleaned off with vinegar and 0000 steel wool or very fine sandpaper. There are other ways to remove the black so look at the link below for other options. Once they are clean, tape any electrical parts then spray paint with Rustoleum that includes a primer or use a primer first then the spray paint. If you can't take them down, the process would be the same but you'll have to tape everything in the area so that the over spray from the paint won't get where it doesn't belong. Hi Debbie, you can paint them in place as long as you can safely reach them, remove the shades and clean them, then mask off the around them and the inside socket area and hand paint with an outdoor metal paint like Rustoleum
