You can try chalk paint, but if you're using a light color paint over a dark dresser, it may bleed through.
Chalk paint or mineral paint is your answer. You will have to clean the dresser well first.

You realy need to sand if you want it to stick or it will come off easy even if you lightly sand so the paint has something to grab onto
