I couldn't get floor clean, so I bought thin (1/8") mahogany under layment and covered the kitchen floor in a rental house. The plywood was screwed in place and the seams were taped and sanded. Then I added new floor covering.

If you are talking about vinyl files put down with glue, you can leave it in place and use peel and stick tile right over it.
Hi Debbie, are these old glued down tiles? As long as they are intact and level, you can put a thin subfloor over them and new flooring on that. It's what we did in our house, it saves a lot of work!
