Have you tried talking to the owners of the cats and dogs? They are the ones responsible for their pet's behavior.
If talking to the owners doesn't work call animal control or the authorities. You can sprinkle cayenne pepper or chili powder around. One sniff and they remember. Will need to apply. Some people in my neighborhood do that.

Put out jugs of water. Just one per average yard size. Something about the shine or reflection they don't like! Truely works!
