You could paint the walls a bright and light color
I would paint the walls a color to reflect more light (an ivory or white for example). Hang some mirrors or other items to reflect/bounce light around.
I saw an epsiode of Queer Eye where they created a fake window in a basement, lit from behind it looked great and brightened the feel of the space (along with the previously mentioned pale colored walls and mirrors to reflect light)

In addition to painting the walls a very light color, use 100 watt equivalent LED light bulbs in a neutral color, 3000K. Also using a bright white paint on the ceilings, called "ceiling white", would help immensely.

Fake window you can light up with LED lights, white paint (just be aware that gloss paint will mark every mark on the wall stand out), mirrors to reflect the light that you do have, pot lights instead of lamps.
