What are these small cotton ball looking things I found while pruning?

Mini cotton balls found in evergreen. Pulled one apart and found little redish bugs. Pulled apart second one and found what appeared to be mini black eggs. Can I ever win the battle of spider mites and whatever mini cotton ball things ??
