Blue SOS pads work great on rust
Krud Kutter makes one for rust.
Wd40 and steel wool. Once cleaned spray with rust converter. Then you can repaint. Only use spray paint or oil based.
Rustoleum makes a rust dissolver, and I use steel wool 000-0000. Then use a Rustoleum paint for metal.
