I use a SOS pad, which is fine steel wool with a soap like substance in it. And I add extra cleaner like Comet.
Polish is swirling motions.
On inside fill with water to cover all burned food add dishwasher powder. Bring to a boil, cover and let sit half hour the scrub it clean. If on outside use oven cleaner.

Hey Sandy: What I use for burnt on stuff is a mixture of Cream of Tartar (the dry stuff) and a bit of white vinegar. Mix to a peanut butter consistency and put it on the affected area. Let it sit for about 20 or 30 seconds and then scrape off with a plastic putty knife. You may have to do it a couple of times. You can even use a copper Chore Boy to scrub, if necessary.
cover the bottom of the pan with a thin layer of warm water then sprinkle the pot with baking soda to create a paste. Let the mixture rest for several hours or overnight, then scrub with warm water and a non-stick surface safe sponge or nylon brush.
The key seems to be giving the baking soda enough time to work. At least overnight and if you are concerned about it drying out cover with plastic wrap.
Make a paste of baking soda and water and smear it over the burnt area, let it set overnight, in the morning scrub it off with the rough side of a scrubbie/sponge. Repeat as often as needed.
