Yes - sadly, you'll need to sand the door - and make sure you get all the chipping paint off. Otherwise your new paint layer will chip off too.
Just lightly sand to remove any gloss and smooth out the chips.
Gloss on gloss should be fine for just touch up without sanding. If you are doing the door, do yourself a favor and lightly sand the door. Hand sanding is fine, doesn't take much time, and will make the new paint adhere better. You don't have to go crazy, just a light touch will do the trick.
You can make sure all chipping paint is removed with a scraper. Then scuff with fine steel wool and clean with denatured alcohol. Then you are ready to paint. If you are concerned about the staining, prime with Kilz Original or Zinsser Primer for a stain blocker. You might want to paint with RustOleum Enamel paint if you are sure you will stay with white. It is the best paint I've found for doors and trim.
