Hi Janie, a local restaurant near me hung fabric from the walls and between the booths, it helped so much is knocking noise down! And they change the fabric out depending on the time of year etc.
You could put a pretty quilt up to cover the wall and absorb some of the sound.

Many types of coving are available at DIY stores - check them out.....Carpet on the room above may help! Otherwise you may need sound insulation under your ceiling and a false ceiling fitted over it. Hope that helps.
Sounds like you live in a row-home and have loud neighbors, what you could do is put up sound absorbing panels (acoustic) on the common wall. Make sure they are the removable kind so you will not get charged on leaving when the lease is over.

You don't state where the noise is coming from and what your trying to reduce it.....
if its windows - hang heavy drapes over the windows. if its a wall put up sound-proofing panels, or hang a rug on the wall, or heavy drapes like cotton velvet. If its coming from the floor above, then you will need to put carpet up there if you can, even an area rug would help, or blow in insulation between the floor joists.

Have you tried asking the State Register Office what they can suggest you do to combat the problem? Best wishes, Otherwise the suggestion you use a temporary fix such as Tapestry or maybe a coffered ceiling might be helpful. Do ask the Authorities for ideas......................
