Hi Carmen, you can get a very small level which has a "bubble" inside to check how level your frame is. Just place it at either the top or side of the picture frame and adjust until the bubble is centered. A small dab of picture putty can be placed at the back in the center bottom of the frame to keep it level after you've hung the picture or even a small piece of masking tape wrapped around your fingers, sticky side out, and and then adhered to the wall and the picture wlll help keep the picture in place after it is level.

Carmen, if you are trying to get your picture to hang out level, you can use a simple plumb bob as your guide. Take a thin string and tie something with weight to the end. Pin that next to your picture as you hang and adjust.
If you need to hang multiple pictures at the same height, try using a measuring tape and measure from the ceiling down.

I have a little level I use. I place it on top of the frame and adjust the picture accordingly. Make small pencil marks, if needed, for hanging ease. Contact Velcro picture hangers are fantastic to use!
Use a level on the top and side as you hang them. Continue to readjust until the level bubble is centered.

If you are hanging a picture that requires more than one nail/picture hook due to weight or size, you will first need to ensure that the hooks are aligned and level. with each other.
Measure down from the ceiling, or up from the floor, and mark two spots on the wall where the hooks will be inserted. Double check with a level to ensure that both spots are level with each other before drilling in the hooks.
Once hanging on the hooks, adjust the frame as others have instructed, above.
A level, a pencil and a tape measure.
The pics will be easier to adjust the “tilt” if they’ve picture hanging cable/wire on the back.
