Yes, bit the tub needs to be able to drain or the straw will get slimey sitting in water and that will contaminate the top soil on top the straw.
What does tub of straw bales mean? Do you have straw from bales in a tub? Are you looking to use the straw in the garden? Straw can be used to prevent weeds. You can put it over grass to make a path to keep weeds down in the garden after you plant or protect young plants in the spring you could put a ring of straw around new plants. I am not sure what you want to do with the tub. Are you trying to plant in it?
You can use the staw to help keep out the weeds. You would need to pull apart the bale though. Hope this helps! Hugs, Holly
