Hello there,
You can use 3 bits of timber or even plastic guttering to do this job!
Stick or Screw to the wall. For timber cut to length and stick on narrow timber to front edge to form a lip to retain pictures. Then stick or screw on back edge a timber to attach to the wall . You could fix using Velcro or maybe Command strips or keyholes and screws, it rather depends.
Using guttering attach the clips to the wall first then clip on the gutter..............
Have fun.........

Hi. Here is one I made with a reclaimed piece of wood and some brackets from Home Depot that I painted to look old. http://www.recreateddesigns.com/2017/01/painting-new-brackets-look-like-rusted-metal/
Get a piece of wood about 2 inches wide by one inch deep and hang that on the wall like a shelf then you lean pictures up on it make as long as you want you could even put two one up higher then the other
