You will need to use a concrete sealer or primer first. Then paint with masonry paint, Tammie.

Tammie..I paint my blocks with Kitz primer than my paint. It's been several years and still looks really good.

I would paint it very similar to a wall with a roller and paint brush. However, I would ensure that the cement wall was clean and all debris was removed first. Using a primer like Kilz will help seal and block any smells or stains prior to painting.
Prep first: clean it using products sold for cement blocks (at your local hardware store).
Prime it: use a primer like Kilz to prime it and block odor and stains
Paint: paint it however you'd like!
