How do I repaint off white trim to white & repaint chipped trim?
I have off white trim that we just recently installed and I think it makes the house look dull. I want to paint it a bright white, can I just paint over the off white? Also I want to repaint my window trim but the old paint is chipping away. Should I sand the window trim before repainting?

If chipping may be latex over oil. I'd wash the woodwork down with TSP and sand the chipped areas and touch up with primer. If when you sand and the paint scuffs off more or seams elastic, it's definitely latex over oil. At that point you will need to reprime all the woodwork with a binding or oil based primer and then repaint with oil based paint.

Surface should be clean and smoothed out at chips. Old paint will act as a primer for the new paint.
Clean first and then paint. For the window, repair before painting whether that means sanding or a thorough cleaning or putty.
If you use a paint with primer, it should work.
The off white trim you installed is more likely preprimed trim ready for paint. The chipped trim should be sanded smooth. primed and painted.
For a true bright white, you should prime the trim first. And yes, I would sand off the old chipping paint for a smooth finish on the windows.
Make sure to sand the chipped trim before painting.
After sanding, sweep, then run a tack cloth over all those areas to avoid any roughness after paint is applied.
