They are damaged from steam. So I guess water damage would be the answer.
Hi Tanya: What's wrong with your cabinets? A little more information would be helpful. Particle board can be tricky :) If there is a piece missing, you can fill the damaged area with wood filler or putty, using a putty knife. Smooth the patch area so it is smooth with the surrounding surface. Let the putty or filler dry overnight. After the filler or putty completely dries, gently sand over the repaired area with fine-grit sandpaper until the surface is smooth. Or, sand down the swelled particleboard, using a pad sander and 100-grit sandpaper. Apply contact cement to the flattened particleboard and the back of the laminate and let it set for five to 10 minutes. Press the laminate into place and clamp it down with C-clamps. Leave it clamped overnight.

Particle board? If the issue is that it is has gotten wet, replacement is about the only option. You can try painting with a primer then covering with contact paper or removable wallpaper to keep it together but once they are wet, they usually disintegrate.
