Any ideas on how to reduce the distance between steps on a 3 step platform ladder.

These steps are preset so you can reach what is given by the height of the steps and your height. They are not adjustable, this would make the steps on the ladder unsafe, defeating it's purpose. Sorry, you cannot adjust them, maybe shop for a new ladder.
Ladders are made with safety in mind. I wouldn't try to alter it.

You can add some breeze bricks to make another step in between.
Ladders are built for safety first so you likely can't alter it. If you're handy, you can build your own but know it won't necessarily be safe to climb.
