Use vinegar. Plug just the drain so it can sit. You can also add some baking soda to make a paste and scrub with a brush.
Do you believe it’s hard water deposits from your water supply? A CLR type product might be suggested.
Sprinkle enough table salt over the rust to completely cover the problem spots. Squirt a little lemon juice, ideally from a fresh lemon, atop the salt. Wait an hour or so; then scrub the salted area with the cut side of the lemon or with a nylon kitchen scrub pad.
If some of the rust remains, repeat the process, leaving the salt-and-lemon juice solution on overnight before scrubbing. Use this method to remove rust from any sink.
It is best to replace a rusted drain unless it is just superficial. Over time, they will develop a leak and then you have a real mess. If it is just a few spots on the outside, spray with white vinegar to clean.
You MIGHT be able to replace the entire drain and it wouldn't be too expensive. If you take it into a hardware store, they could help you.
You can pick up a new one from amazon for around $10 or less.

Yes, replace the drain, a few rust spots are ok on the outside-clean them up with lemon juice, cola, or vinegar if they are more on the cosmetic end of appearance, but if the drain is rusted, don't mess around, just replace it. It will eventually corrode through and then you'll be replacing it anyhow.
Rustoleum makes a wonderful rust remover.
