Gripper Pad
1Lay a sheet of rug-to-carpet gripper pad on the floor. Lay the mat on the pad.
2Cut the pad around the mat, using the mat as a template. Remove the mat.
3Trim off approximately 1 inch along each edge of the pad.
4Lay the gripper pad on the floor and center the mat on the pad. If the pad has a sticky or adhesive side, the adhesive should face up against the back side of the mat. Some pads do not use adhesive and are made from a slightly gummy foam.
Tape
1Turn the mat over with the back side facing up.
2Roll out rug-to-carpet or all-surface rug gripper mesh tape to the approximate length of the mat.
3Cut the tape 2 inches shorter than the length of the mat.
4Lay the tape against the back side of the mat, sticky-side down, with the length of the tape centered along the length of the mat. Press the tape against the mat. The tape should be approximately 1 inch shorter than the mat at each end, and 1 inch in from the edge of the mat.
5Cut another piece of tape the same length and attach it along the opposite edge of the mat using the same 1-inch spacing along the edge and both ends.
6Turn the mat over and lay it on the carpet.

A rug gripper pad between the two should take care of the problem.
Double stick carpet tape works well, but make sure you put it all the way at the end of the mat. You wouldn't want toes to be able to slip under the edges and cause a tripping hazard.
