i can't tell you how many finished basements have been finished by water damage. you can get paint for the basement floors...it does help brighten the area up. do a dry loc type paint if you have cement walls. use area rugs, not wall to wall carpet. at big box diy i found inter locking foam squares advertised as a play mat system- toasty on the feet easy to clean.,, and there are garage floor treatments ,rubberized spray on treatments for the floor. these types of treatments will be easier to keep clean. lets see....seasonal flooding of about 3-4 inches for a day or so then draining, flood of 93.. way longer to dry out.

I recommend vinyl plank flooring. It's extremely easy to install...you only need a utility knife. Plus, it is completely waterproof which is a great feature in a basement area. It comes in many patterns including wood, tile, etc. Check your local home center and floor stores for options.
