Complete any actual construction of walls, bathrooms, drywall, etc.... do the flooring after painting and before putting in base boards.
If moisture is coming through the floor that will limit the choices you have. Place a piece of floor tile flat on the floor and leave it for 24 hours. If the area under the tile is darker you have moisture migrating through the floor. Choose your new flooring system with that in mind because most flooring cannot tolerate the moisture.
I think the question cut off. If you meant what should you do on the floor, we affordabley finished our basement floor by cleaning the floor, and painting it with concrete paint.
