You'll have to seal any areas that tend to get damp from moisture rising from the ground below. Then use a concrete sealer. Several companies make them. Some can be tinted. You could opt for polyurethane product or an epoxy like they use on garage floors. SSome have colored flecks that you sprinkle on and seal.
