My first thought would be to block of an area for your laundry room by constructing walls to isolate the area. Usually basements are pretty large so there may be uses for other areas in the future. Along the outside walls you can use furring strips then install your wallboard of your choice. In a laundry room, I would plan for the washer, dryer, a sink, storage for cleaning supplies, a hanging rack of some type and a table to lay out items for folding. So you want to factor at least those things in determining the size of the room. You may also want a place to store an iron and ironing board - although a lot of people don't use them much anymore, there are sometimes when ironing has to be done. Any extra storage is up to you.

The whole basement? Well, finished walls, shelvlng and storage for supplies.
A place to sort clothes, soak clothes, fold clothes and stack clothes. A place to hang clothes, iron clothes and a sink would be really handy. A basket for lone socks and a small cup for loose change and buttons. Good lighting. A small trash bin and a bigger bin for recycling detergent, bleach and softener bottles. I would LOVE a place like this!
I would start with HomeAdvisor.com or AngiesList.com you will need to consult a reputable plumbing contractor to find out how hard (and expensive) it will be to install the plumbing... and where in the basement will be the best place to put it. Then a building contractor to help you with the necessary permits etc...as well as proper construction... what type of shower, tub, etc would work best there.
