You might try a product called Lexel Caulk, it's a clear caulk and will stick to concrete and is waterproof. Dap makes a crystal clear but don't use silicone or latex. Hint, use the kind that cleans up with paint thinner and keep a rag wet with thinner near by when caulking -

What are you re-gluing them down on to? What is the surface under the tiles?
