It’s anodized aluminum and if you sand off the anodizing it will be raw aluminum and will corrode without re-coating.
I would look at auto body products for painting aluminum. Maybe a YouTube video or two?
A can of Rustoleum won’t stick without the proper cleaning, sanding, pruning and the correct type of Rustoleum. Their website is pretty thorough.
Sand outside with PPE, as the dust from the anodizing is unhealthy.
Yes, you can. Clean to remove any build up and scum. Scuff with steel wool. Wipe with denatured alcohol. Tape off. Now it's ready to prime & paint. I would recommend RustOleum spray paint.
After painting I would put a couple coats of polyacrylic. I just wallpapered my surround area and painted over with the polyacrylic. Gives it a nice strong protective washable surface. $10-$12 Walmart
