As the fan cover is pulled down gently, you should be able to see or feel wire clips inside. The clips get squeezed together and the cover comes down. It is a good idea to clean twice a year or more.
every plastic fan grille i have seen is removed by pulling down firmly on one side then the other. after you pull it down about 3 " you will see it is connected by a "V" shaped wire spring on each side. carefully squeeze the V spring so the ends slip out of the retainers in the fan housing and the plastic cover will come free.
If you are only changing a bulb you can usually slide the cover to one side far enough to slip your hand inside or only remove one of the V springs
If the plastic cover has been up for a long time the wire may have developed some rust from the damp shower environment. Rust will make the wire spring more difficult to slide down but if you are patient and careful the plastic should not break.
Be sure to replace the bulb with an LED version they use 90% less energy than an incandescent and will last about 25000 hours. If you never turned it off it would last about 3 years

There are three mounting styles of bathroom exhaust fans — ceiling mounts, ceiling/wall-mounted and wall-mounted. Some fan designs may have clips on the sides. Wiggle the cover slightly to find the clips if you don't see any screws holding it in place. Once you locate the clips, gently pinch them to release the cover from the fan unit.
If there are no clips, inspect the fan cover for screws and remove those. These can be rather small and hidden on the side. Keep a hand on the cover so it doesn't tumble to the ground as the screws are removed. Pull down on the cover at the edges. Look for metal mounting wires on the sides of the fan cover. Gently squeeze the thin metal wires and slide them out of the slots in the ceiling.
Usually they have clips holding them in place, with your fingers gently move the fan cover side to side and see/feel where it is being held. With your fingers, pinch in the clips and the cover will release.
Some covers have screws to hold them, and might have a hinge so it does not drop off when you access it.
