For my small closet, the key is having everything have a specific place it belongs in the closet. My bags go on hooks to the side of the closet (for example). Have you put in an upper and lower rack? Also, install a narrow tower with movable shelves for folded sweaters, t shirts, shoes, PURSES, etc. I do not like WIRE shelves.

Here's a great closet hack I found on Yahoo. Pull off soda can tabs -- they have two holes. Thread a hanger through one hole, which leaves the other free to accommodate another hanger. If you have sliding doors, consider a couple of coat hooks on the back of the inside one for housecoats etc. One of those hanging single pocket shoe holder is great for purses, gloves etc.  Make a scarf holder ( Pinterest) by taping shower curtain clips together, like Olympic rings on to a hanger and hang scarves thru them.
