First would be to have a plumbing consult and written estimate on putting in the plumbing for where you plan to put a bathroom and cheapest solutions for fixture locations will determine where the bathroom will go. Have an electrician come out and determine where ceiling light, plug and switch boxes etc. go, and see if your box can handle the expansion. Then would be to draw up plans and get a building permit.
Once you have the permit, then frame in the bathroom, and then have plumber come out and put your lines in, and electrician wire, get it inspected and then install your wall board, fixtures, and tile. Do a punch list and have final inspection.
