Do you mean an office chair that rolls? you can buy them for $30 or less at second hand stores or even discount stores not sure you could make one that cheap

I don't know what a work roller chair is. Do you mean a swival rocker? Amazon sells swival units that you can attach to a pre exisiting chair or do you want to add rollers to an existing chair?
If you are wanting to adapt a chair from a regular type to a rolling one, you could go one of 2 ways depending on the frame.
You can add rollers to the legs of the chair if it is a sturdy frame.
You can build a platform with rollers and attach the chair to the platform.
Make sure you get the free spinning type of rollers that will turn in each direction.
If you have a sturdy work chair, just add casters so it can roll about in all directions. Or buy one cheaply at a second hand store, you might also try craigslist, I have seen them for free there.

If you want a traditional caster chair, you can actually buy a new caster chair base and add it to a chair base. Perhaps you could find an old base at a thrift store.
