If you're familiar with landscape leveling techniques then you're halfway there.
Not sure if the deck is on level ground or elevated.
Level ground options with wood:
1_Pallets over pebble foundation with 4×8 pressure treated floor boards.
2_ Pressure treated frame with 4×8 pressure treated boards for floor.
