A pergola covered is a covered patio or porch. Check your local building codes to see if covering is allowed. In my city, any covered area has to match the original roof line and type. No shed type covers, or plastic or tin. If you are allowed to cover a pergola, tilt one end up so you have drainage off the roof. Parachute material or vinyl sheets would possibly be the least expensive, most effective covering to keep the rain off. Best wishes ☺️
Only thing I can think of are those wavy plastic sheets that look like tin roofing. Fairly easy to install but since most pergola are flat you will have to figure out the slopes water runs off AWAY FROM ANY ATTACHED STRUCTURE! 4x4 at one end 2x4 down the run to a 1x2 near the edge might give enough but be sure to use the wavy spacers.
