Start with filling the tub with enough water to cover the marks. Next, pour 1 cup of bleach in, let it sit, for about 2 hours. Drain. The best thing to do now, is squirt Lestoil on the marks. Make up a spray bottle, full strength, and spray the marks. These marks are from body oils trapped under the mat. Scrub the marks with a stiff brush, and rinse. Wear gloves and a mask or turn on the exhaust fan.

Try laying a rag over them soaked in vinegar. If that doesn't work, make a paste with vinegar and baking soda.
