Hairspray is a good solvent for ballpoint ink. Try in a hidden spot first to check for staining. If it doesn't, proceed cautiously. Light spray on the ink, blot with clean cloth. Do Not rub. Blot from edges in toward middle, always using clean area of blot cloth. Repeat if needed. Good luck. Consult a leather expert (a good shoe store?) Show it to them.
Buy saddle soap in a can for leather. You can find it at a automotive store. It's not cheap, but it should remove the ink.
Try cheap spray net.
