If it's old wax buildup. One cup of lemon scented ammonia to one gallon hot water.

It could be old wax. Use wax remover made for lino.

Try the ammonia and see what happens. Then consider either painting or replacing. If it's smooth, stable, and flat you could put new flooring over it. Peel and stick vinyl tile or planks.
