Floor tile is not supposed to be shiney, will be slippery and dangerous. But you can clean the grout and tiles to make them look better. Get down on hands and knees and scrub with soft scrub and a scrubby. You can add straight bleach to grout to get it whiter. Then go over entire floor with cool clean water to get off any residue of soap and bleach. One clean be sure to seal with tile grout sealer. This will keep you off your knees next time. Floor will look as good as new.
