1cup ammonia,1/2 cup vinegar, 1/4 cup soda in a bucket of water.
Not sure about cleaning it off, I think the best bet would be to repaint starting with a coat of Kilz primer.
I wonder if a peroxide mixture with baking soda and water would work. Peroxide can pull the toughest stains from laundry. I swear by it!

There is a product called TSP that you can use to clean the walls.
TSP, sold in the painting section at hardware store.
I use 409, or any other degreaser
Is it nicotine or smudge from a fire? TSP is a good cleaner, wear gloves and then rinse well. You may have to repeat to get it all.
Tammy's got it! I'm a professional painter and have used Tri-sodium Phosphate to clean nicotine stained walls for painting. Always follow manufacturer directions and wear proper safety glasses & gloves. Wearing gloves I mix liquid tsp with warm water, wash the walls several times if needed, let dry. Prime walls with Kilz2 then paint walls. Please note do not use tsp if using Zinzer123 primer. (it's on the label.) Best of luck.
Hi there, Nicotine has a greasy film, so you have to get it off of the wall, completely, before painting, then I'd use a good primer like Zinsser Bulls Eye 123. Always wash walls from the bottom up. If you start from the top when the water runs down, it takes some of the dirt with it and causes semi-clean streaks in the unwashed part and these are almost impossible to get rid of. I used dawn dish soap and bleach
Liquid dishwasher detergent and because it’s a gel, it doesn’t drip
