Since nicotine is an oily stain, I would try a degreaser on surfaces that you don’t intend to paint. I would use TSP on surfaces you are planning on painting.

Simple Green is an excellent biodegradable degreaser.

When I cleaned my mom's house (which was completely lacquered with tar/nicotine from smoking), the only thing that really did the job was cheap old ammonia. In rooms with a light deposit, a solution of ammonia/water was sufficient. In rooms with heavy deposits, the solution needed to be stronger.

You'll want to work in a well-ventilated area and rinse the surfaces well with clean water.

My savior----->> magic eraser. No more spraying degreaser, scrubbing wall, rinsing wall, drying wall. Ten years of smoke buildup and all I have to do is wet the sponge, wipe the wall, rinse sponge. That's it!
