at this point i would oil the rest of the steps with mineral oil . the oil shouldn't hurt it. if the concrete has't been sealed. -

I agree with Dfm, I don't think anything is going to take out the darkness of the soaked in oil. Using an oil on the rest of it would at least make it match The bleach will help at all because it's just naturally darker with the soaked in oil. Wishing you the best. Happy Holidays! -

Try putting baking soda on the spots and moisten with vinegar. -

You can try clay cat sand to absorb the oil. -

I have used liquid dish washer soap, with bleach (not regular dish washing soap) to clean car oil leak spots on my driveway so it should work on olive oil.
