Try Bartender's Friend, a scouring powder that's available in grocery & hardware stores. A more heavy duty solution is Oven Off spray cleaner; the type that is NOT used in heated ovens. Spray outdoors on newspaper, let sit about 3 hours then wipe/scrub off.

I had this problem and I used a light spray of wd40 and smeared around and then used dawn to cut it and washed it extremely well and it did work. I have not used the cookie sheet yet as just did it but I see no reason it will not be fine. wd40 also takes lables off jars.

Bar Keepers friend, it is in your comet isle, gold can. Make a paste on you pan and with a dishcloth scrub it off. Shines stainless steel without scratching as well. It will take a little work but it isn't hard. Or try a steamer, both works for me.

I took a bole of awesome cleaner from the dollar store and sprayed it on the cookie sheet. Let it sit for a few minutes then wash with a soapy sponge or soap pad. Repeat if needed. Done.
